Retaining wall cost in Perth: when repairs beat replacement

Most people look up retaining wall cost when a wall is already a problem. It may be leaning, the garden may be slumping, or a builder has quoted for a full rebuild. Before you choose a wall type or a builder, it helps to know the typical price per metre for each type, what pushes the price up, when the council needs to be involved, and how to tell a repair from a rebuild. This guide covers each point and marks the sources clearly. For the wider picture, see our retaining walls and paving in WA guide.

Retaining wall cost in Perth, by type

The most detailed Perth price guide we opened is WhatsTheDamage, a commercial cost site that says it was last verified in October 2026. Its figures are per lineal metre (lm), GST included. Because it is a commercial source, treat every figure below as a guide to the market, not as a quote from us.

For a 1 m high wall, timber sleeper has the lowest typical price at $335 per lm, and the page’s range runs from $210 to $470. A limestone block wall has a typical price of $440 per lm, below concrete sleeper at $470 per lm and block or besser at $580 per lm. The full table is in Figure 1.

The page does not list brick, or panel and post, so this article does not quote a price for either.

Cheap retaining wall options

On this price guide, timber sleeper is the cheapest option by typical price. The page does not say how long each wall type lasts, so this article does not compare lifespans.

What drives the price

Height and engineering. The same guide gives two thresholds for when engineering is needed, and they do not match. Its introduction says walls over 1.5 m need engineering, costing $525 to $2,100. Its permit section says a wall above 1 m needs council or building approval, costing $470 to $1,900. Its FAQ says walls over 1.5 m almost always need engineering and approval. We show both figures because the source contradicts itself. Confirm the threshold with your council before you budget.

Drainage. The page prices drainage behind the wall at $32 to $84 per lm, typically $52. Treat it as a separate line on any quote, so you can see what is included.

The 500 mm permit rule

This is the rule people most often get wrong. The City of Cockburn says a building permit is required where a retaining wall exceeds 500 mm in height, inclusive of any embedment, above natural ground level. Height is measured from natural ground level and includes any buried part. The City of Cockburn also says a permit is needed regardless of height where the wall is associated with other building work, or with protecting the land on which it is located.

The City of Belmont and the Shire of Toodyay both give the 500 mm threshold. Belmont requires structural designs certified by a registered structural engineer for its building permit application. Toodyay requires a signed engineer’s detail where imposed loads, such as traffic or buildings, sit on the wall, and says planning approval may also be required before a building permit is lodged. The City of Vincent says a permit is usually required above 500 mm.

Raising an existing wall is a separate question. None of the council pages we opened say whether adding height to an existing wall needs a new permit, so ask your council before any repair that changes the height.

Repair or replace?

A repair is worth pricing when the wall is still doing its job and the problem has a clear cause. A replacement becomes more likely when the wall is moving, the design is the problem, or the repair would mean rebuilding most of the face. These are general guidelines, not a diagnosis. A structural engineer’s assessment is what decides repair versus replacement.

Before you get a quote, ask yourself these four questions:

  1. Is the wall still leaning, bulging or moving? If yes, keep people and vehicles clear, and get an engineer to look at it before you plan anything else.
  2. Is the water getting away from the wall after rain, or is it sitting behind it?
  3. Is the wall above 500 mm? If yes, check the permit before you repair, and again if the repair changes the height.
  4. Does the wall hold up a fence, a path, a building or other loads? That changes the permit position.

If your wall is leaning or the price is higher than you expected, get a quote before you decide. Retaining walls are one of our services. Tell us the wall type, the height and the problem, and we will give you a free quote. The retaining wall builders in Perth page sets out what we build.

When you compare quotes, ask each builder to state the wall height, the length in metres, the wall type, the drainage line and whether engineering is included. A quote that leaves these out cannot be compared with the others.

Frequently asked questions

Which retaining wall is cheapest in Perth, limestone or concrete sleeper?

On the price guide we opened, a 1 m high limestone block wall has a typical price of $440 per lm, and a concrete sleeper wall has a typical price of $470 per lm. Timber sleeper is cheaper again, at $335 per lm. These figures come from a commercial guide, not from us, so get two or three written quotes that state the wall height and the materials.

How long do sleeper retaining walls last?

We do not give a general lifespan for sleeper walls, because none of the sources we checked gives a reliable figure for Perth. If you are worried about a sleeper wall, call us on 0429 922 446 for a free quote on a repair or a new wall.

Do I need council approval for a retaining wall in WA over 500 mm?

Yes. The City of Cockburn and the City of Belmont both say a building permit is required for a wall that retains more than 500 mm of ground. Check the planning position too, because the Shire of Toodyay notes that planning approval may also be needed.

Do you build retaining walls?

Yes, retaining walls are one of our services. Tell us the height and the problem, call us on 0429 922 446, and we will give you a free quote.

Should I repair or replace my retaining wall?

It depends on the cause and on whether the wall is still moving. Get a structural engineer to assess it, and check the permit before you start work. Use the four questions above as a first check.
